THE DILG R1 LIBRARY
is a special government library that aims to provide a dynamic, interactive, and virtual program that contributes to specialized services to empower and amplify the accessibility of its available collection of Knowledge Products (KPs) and aims to build learning communities that pursue local governance excellence through knowledge sharing and innovation. Thus, it enables both printed and digital repositories of knowledge resources to be widely available not only to DILG employees and officials, but also to outside clientele from various agencies, schools, universities, colleges, and organizations to access facts, figures, and other pertinent information about DILG's plans, programs, projects, and activities.
Vision
The DILG R1 Learning Resource Center is the lead convenor that plays a vital role in promoting a culture of knowledge sharing and convergence of efforts among and between the members of the consortium of MSAC Libraries.
Mission
The DILG R1 Learning Resource Center creates a venue to collect and share knowledge products and provide access to services and resources for professional development and innovations in local governance.
LIBRARY SERVICES
A. Readers' Service
The DILG Library Officer assists library users with effective, efficient, and easier access and retrieval of library materials. It provides circulation as well as periodical service. The Library Officer’s duties include general bibliographical inquiries (Online Public Access Catalog or OPAC), lending services, interlibrary loans, ordering, checking-in, claiming, and binding of periodical literature, etc.
This service is done personally by the Library Officer, and they are directly involved in serving library clientele.
B. Circulation Service
The DILG Library Officer closely tracks the overall lending process of library resource materials from borrowing, returning, renewal of the borrowed information materials, and checking out library materials to users. In addition, it checks and verifies the borrowed list for any library accountability as a pre-requisite for the signing of library clearance.
C. Reference Service
Reference service is the supreme and ultimate function of the library.
The DILG Library Officer identifies appropriate available library materials that can cater to the researchers’ and clientele’s needs. The task ranges from finding the answers to questions, or even performing extensive searches to maintaining a good reference collection and assisting clients to find information themselves. Likewise, additional relevant reference materials are regularly acquired from internal and external resources.
D. e-Resources Services / e-Library Services
E-Resources refer to information materials that require computer access, whether through a personal, mainframe, or handheld mobile device; they may either be accessed remotely through the DILG R1 Library webpage.
Reference resources are from authorized databases acquired to provide clientele with access to authoritative databases. This is free of charge.
E. Technical Service
Technical Service is the behind-the-scenes activities that a library undertakes to process library materials before they are loaned to clientele. The DILG Librarian specializes in the acquirement, organization, and preservation of all the collections of reading resources on local government. It includes:
Acquisition of information materials.
Classification, Cataloging, and Indexing of books, journals, magazines, and other resource materials into organized descriptions and categories.
- Arranging and storing information materials including care, preservation, and maintenance of the DILG library’s physical and digital collection.

RULES AND REGULATIONS
I. General Rules
The library is open from 8:00 AM to 12:00 PM, and from 1:00 PM to 5:00 PM Mondays to Fridays.
All library users, whether DILG employees or visitors, must register in the library’s registry of researchers.
The library operates on an open shelf system, which means that researchers and clientele are allowed to pull out the books/reference materials from the shelves. After use, they must also return the books on the shelf.
The library welcomes donations of relevant books or materials regardless of the date of publication. However, due to space constraints, acceptance is subject to the discretion of the librarian.
II. Conduct on the Library Premises
Silence and proper decorum must be always observed in the library. Discussion and/or any distracting activity should be done outside the library.
Cellular phones and other electronic devices must be set on silent or vibrate mode; if there is a need to communicate, the user should step out of the library.
Smoking, eating, and drinking are not allowed in the library.
Loitering, entertaining visitors, or sleeping in the library is prohibited.
Users should take care of their personal belongings. The library assumes no responsibility for any personal items lost inside the library.
Researchers are prohibited from marking, writing, or tearing any page of books, magazines, and other information materials.
Lost, defaced, mutilated, or vandalized books/periodicals shall be replaced or paid for by the borrower.
III. Borrowing Policy
All books/materials can be borrowed from the library except for the following resources which are intended for room use only:

Encyclopedia
Almanacs
Atlas
Thesis, dissertation, doctrine
Periodicals
Magazines
Journals
Newspapers
Only two books may be borrowed at a time for a maximum of three (3) days. It can be extended for another day if there is no demand for the said book/s. However, a borrower cannot borrow an additional book if he/she still has an overdue book.
Borrowers are not allowed to transfer borrowed books/materials to others. These should be returned promptly to the librarian who shall be responsible for issuing the books/materials to other borrowers.
Borrowed books/materials are expected to be returned on or before the due date. The librarian will issue a notice to erring borrowers.
Books/materials shall be considered lost or missing after three consecutive notices/reminders have been given by the librarian. In this case, the borrower shall be obliged to replace the book/material immediately.
